Electronic Visit Verification (EVV) Launch Date for Medicare Certified Home Health Providers
Minnesota Department of Human Services (DHS) will launch Electronic Visit Verification (EVV) phase four for Medicare-certified home health providers on Oct. 16.
DHS sent letters to affected providers’ MN–ITS mailboxes and included the next steps for working in their chosen EVV system.
About EVV
The 21st Century Cures Act (Public Law 114–255) requires personal care providers to use electronic visit verification to document that people are receiving the services billed to the state. Impacted providers include:
- Personal care assistance (PCA)
- Some waiver services (excluding assisted living/customized living)
- Home health care providers (beginning in 2023)
Minnesota began implementing EVV on June 20, 2022.
The Minnesota EVV system will verify:
- Type of service performed
- Who received the service
- Date of service
- Location of service delivery
- Who provided the service
- When the service begins and ends.
DHS will implement phase four as a soft launch to give providers, caregivers, and members receiving services time to learn the new system. They will not enforce compliance that would result in claim denials or reversals in 2023.
EVV usage and utilization will be monitored to ensure providers are prepared. Following the soft launch period, DHS will publish compliance requirements and require providers to meet compliance thresholds.
Providers working with a managed care organization (MCO) should contact their MCO with questions or concerns about EVV. Review the MCO contacts for MHCP providers webpage for MCO contact information.
Additional information on EVV can be found on the DHS website.
