DHS Conducting Two Provider Surveys as Part of HCBS Transportation Study

August 7, 2018

The Minnesota Department of Human Services (DHS) is contracting with Navigant Consulting for a review of the rates and availability of transportation services for Home and Community-Based Services (HCBS) waiver clients. That study has two works groups advising DHS and Navigant, one looking at rates and one looking at access.

As part of that study, there are going to be two provider surveys, one going on now covering the costs of providing transportation services and a later survey about the availability of the services for waiver provider clients. Details on those are:

Provider Cost Survey – This survey is designed to inform the waiver transportation payment methodology and rate recommendations.  It is due on Tuesday, Aug, 14 so members who want to participate need to move quickly to complete it.

Provider Access Survey – This survey will be released Aug. 20 and will be focused on the current capacity and characteristics of Minnesota’s waiver transportation fleet. It will inform recommendations regarding technical and administrative improvements to transportation and will be conducted by the University of Minnesota Humphrey School of Public Affairs as part of the Navigant team.

In addition to the surveys, members have additional opportunities to share their concerns about waiver transportation rates and access. The study web page has a feedback form that we encourage members to use to share their thoughts with DHS and Navigant as they work on the report to the Legislature.
