HCBS Settings Rule

The Home and Community-Based Services (HCBS) Settings rule features requirements for all residential and non-residential settings funded through Medicaid as part of HCBS. This includes adult day services, assisted living/HWS, memory care, group homes and employment services.

This page provides information on the HCBS Settings Rule and Standards, the Minnesota State Transition Plan, and resources to help you reach compliance.

Attestation: Onsite Assessment Guide

Some HCBS sites will require a visit by DHS to overcome the presumption that the setting has institutional qualities. Download the Onsite Assessment Expectations guide so you know what to expect during this visit.
