2026 DHS PIPP Request for Proposals Now Available

The 2026 Minnesota Department of Human Services (DHS) Nursing Facility Performance-Based Incentive Payment Program (PIPP) Round 20 Request for Proposals (RFP) information is now available.

The RFP includes proposal requirements, downloadable forms, and a step-by-step instruction manual – 2026 PIPP Materials. The deadline for your PIPP RFP submission is midnight on June 1 with submissions sent to: DHS.NFRP.CostReport@state.mn.us.

2026 PIPP Implementation Schedule:

• Now through May: Prepare proposal (review YouTube 2026 PIPP Boot Camp)
• June 1: Proposals due by midnight (DHS.NFRP.CostReport@state.mn.us)
• June: DHS review and selection of proposals
• July – Oct.: Negotiate contracts
• Jan. 1, 2027: Incentive payments begin

Note that a facility may not submit multiple proposals or participate in submissions of multiple collaborative proposals that total more than the maximum 5% rate increase.  In addition, facilities with existing contracts for the maximum 5% rate increase for the rate year beginning Jan. 1, 2027, are not eligible to apply.
