HUD Previews HOTMA Final Rule to Streamline Rental Assistance Calculations

On Jan. 31, HUD posted a preview version of its final rule implementing the Housing Opportunity Through Modernization Act (HOTMA), which Congress enacted in 2016. HOTMA was a bipartisan bill that sought to streamline aspects of HUD’s rental assistance programs, including by making changes to resident income calculations and reviews.

HUD Makes $174.6 Million in Grant Funding Available for Construction

The U.S. Department of Housing and Urban Development (HUD) announced $174.6 million in grant funds through a Notice of Funding Opportunity (NOFO) to support the development of new affordable multifamily rental homes for low-income seniors and ongoing project rental assistance and supportive services. The grants are offered under HUD's Section 202 Supportive Housing for the Elderly program and will be awarded to nonprofit organizations across the country.

Notice of Funds Available for Home Modifications Supports Aging at Home

This week, US Department of Housing and Urban Development (HUD) Secretary Marcia L. Fudge visited Minnesota to announce the availability of new funding for the Older Adult Home Modification Program. The latest LeadingAge quarterly survey of affordable housing providers shows lower COVID-19 cases among residents in senior housing communities across the country. However, the survey results also show higher rates of COVID-19 among staff and persistent challenges in hiring and retaining service coordinators and other staff.

HUD On Track with NSPIRE Demonstration Program

HUD's NSPIRE Demonstration program, which will replace REAC's current physical inspection standards and protocol under the Uniform Physical Condition Standards (UPCS) for the HUD-assisted housing portfolio, is on track to complete over 900 advisory inspections by the end of May 2022. HUD inspectors will continue to work with approximately 4,500 volunteer properties to identify potential adjustments to NSPIRE standards, protocols, and processes, which will then be rolled out to the broader portfolio.

White House Sees Role for Service Coordinators in Mental Health Strategy

The White House’s strategy to address the national mental health crisis, outlined on March 1 in a fact sheet and formally announced during President Biden's March 2 State of the Union speech, includes training HUD service coordinators, housing counselors, and fair housing grantee staff to be equipped to identify, understand, and respond to signs of mental illness and addiction among those they serve. HUD will train staff in these roles to recognize the signs of emotional distress and connect residents with mental health resources.

In late December, HUD opened renewal applications for existing Service Coordinator grants for Calendar Year 2022. Applications are due Feb. 7 and must include HUD's one-year budget form. The agency has applied a 5.9% Cost of Living Adjustment, higher than in previous years and falls in line with this year's Social Security benefits increase.

In response to advocacy by LeadingAge, HUD has allowed key deadline flexibilities for COVID-19 Supplemental Payment (CSP) requests for capital cost reimbursements due to COVID-19. HUD announced the change in a 20-question CSP FAQ document; HUD also released a draft version of the CSP request form.

HUD Announces Fourth Round of COVID-19 Supplemental Payments

On Sept. 16, HUD announced the fourth round of COVID-19 Supplemental Payments (CSPs) for Multifamily housing providers. The funds are available to help Section 8, Section 202, and Section 811 properties prepare for and respond to COVID-19. Requests are due to the agency by Nov. 19 and can cover expenses incurred between April 1 and Oct. 31.
