CHOW Delays Add Another Layer to DHS Enrollment Backlog

Earlier this year, the Minnesota Department of Human Services acknowledged delays in processing new provider enrollments while staff focused on completing the 5,583 provider revalidations due by May 31. DHS indicated it would begin addressing the backlog after that deadline.
CHOWs Also Impacted
Since then, LeadingAge Minnesota has learned that the delays extend beyond new enrollments and revalidations. Changes of ownership, also known as CHOWs, are also being affected, with some providers reporting CHOWs initiated last year that still have not been completed.
Operational Impact for Providers
These delays can create significant uncertainty for providers navigating ownership transitions, including billing complications, compliance concerns, and challenges finalizing administrative records. While DHS works through its backlog, timely resolution of CHOWs remains critical to provider stability and continuity of care.
