DHS Revalidation Update: Appeals and Billing Reinstatement

The Minnesota Department of Human Services (DHS) has issued new guidance for Minnesota Health Care Programs (MHCP) providers affected by revalidation-related disenrollment.

While providers are given 60 days to submit an appeal, providers have not yet appealed and intent to continue serving residents should submit an appeal as soon as possible.

DHS has confirmed that providers who submit required materials and an appeal may have their ability to bill reinstated while the appeal is pending, even if they have not yet successfully completed revalidation. For providers who appealed by Tuesday, June 9, DHS indicated payment suspensions would be lifted by the end of the day on Thursday, June 11. Confirmation will be sent through the provider’s MN–ITS mailbox as a PRVLTR file type.

Providers who appeal after June 9 may also have billing reinstated once DHS receives their appeal materials. DHS will confirm appeal acknowledgment and reinstated billing by email, letter, or phone call. Appeals submitted on or after June 9 will be addressed within the seven-day time frame previously reported.

Providers with multiple agencies, locations, or enrolled provider records must submit a separate appeal for each affected location or record. DHS also extended the claims submission deadline for the current warrant cycle to 11:59 p.m. on Friday, June 12.

To appeal, providers should submit a plain-language explanation of what they are appealing and include any missing documentation. If DHS identifies missing documentation after acknowledging the appeal, providers will have seven business days to submit it. Appeals may be sent to provider.enrollment.appeals.dhs@state.mn.us or faxed to 651-431-7797.

According to DHS, 2,055 appeals have already been submitted.

Once again, the key takeaway is that providers who want to continue serving MHCP members should appeal now, include the clearest documentation available, and closely monitor MN–ITS, email, mail, and phone communications from DHS.
