Repair and Deduct Ballot Measure Likely in St. Paul Election

Safe Homes Saint Paul, a tenant advocate organization, has collected 7,500 signatures to introduce a ballot measure to create an ordinance that could enable renters to arrange for repairs to their rented premises and, at times, common areas, and deduct the cost of the repairs from a future rent payment.
The number of signatures obtained is sufficient to have this move forward to the city council.
The first step is that the city will need to verify the signatures for accuracy. Once verified, the council will either vote on the measure or include it in the November election for voters to decide.
At this time there is language for the ordinance proposed by Safe Homes Saint Paul, but the city could refine or create their own language. A notable mention in the proposed language is that it appears to apply to independent living apartments, so assisted living would not be included.
Potential to Impact Providers
This type of ordinance, like one that passed in Duluth last fall, highlights the importance for landlords to be responsive and communicative to their renters when dealing with work orders and building repair and maintenance.
