Long Overdue Frontline Worker Bonuses Signed into Law

On Friday, April 29, the legislature passed a bill to provide frontline workers a bonus check for their commitment to serving our community during the height of the pandemic. The measure will use $500 million of federal funds to provide "hero" payments to an estimated 667,000 frontline workers in specified sectors, including long-term care and home care settings like nursing homes and assisted living.

Minnesota Senate Passes Funding for Long-Term Caregiver Wages Increases

On Tuesday, April 26, the Minnesota Senate passed SF 4410, its Health and Human Services (HHS) Omnibus Bill on a strong bipartisan vote (60-5). The measure includes $358 million in investments for nursing homes and improves Minnesota's Elderly Waiver rate phase-in (from 18.8% to 27.2%).

Rate notices not being available for the beginning of the rate year makes the billing of private pay residents much more complicated than usual. It also impacts the notice requirements.

MDH Engages Contractors to Conduct Nursing Home Surveys

Beginning this week, the Minnesota Department of Health (MDH) is utilizing contractors from an agency called Healthcare Management Solutions (HMS) to conduct nursing home recertification surveys, which are currently backlogged at the Department. 

MDH May Soon Resume Standard Nursing Home Surveys

As we noted in last week’s newsletter, new CMS criteria for what triggers focused infection control (FIC) surveys in nursing homes will have the effect of reducing the volume and frequency of FIC surveys for many care centers. The Minnesota Department of Health (MDH) signaled this week that these changes may free up enough time for surveyors to resume standard recertification surveys. MDH did not say definitively that it plans to do this, or identify any concrete timeline, but they told us they are exploring it.

DHS Conducting Review of Quality Measurement and Value-Based Reimbursement
