DHS Rate Notice Delay: Key Updates

As we reported previously, DHS has informed LeadingAge MN that, due to some internal IT challenges, they will not publish Jan. 1, 2026 nursing home Medicaid rate notices during the month of December. Nursing homes need to provide a notice to their private pay residents before the rate increase is effective on Jan. 1, even if the amount of increase is not known.

SNF Off-Cycle Revalidations Suspended Indefinitely

The Centers for Medicare & Medicaid Services (CMS) has indefinitely suspended the Skilled Nursing Facility Off-Cycle Revalidation required by January 1, 2026. It is important to note that only the January 1 (“off-cycle”) compliance date has been suspended.

Federal Shutdown: Heating Assistance & Early Childhood Programs – What Members Should Know

The ongoing federal government shutdown is now threatening key programs that help Minnesotans stay warm and support early childhood development. Funding delays for the Low-Income Home Energy Assistance Program (LIHEAP) could leave up to 125,000 Minnesota households struggling to afford heating costs as winter approaches, while the Cold Weather Rule offers only partial protection—excluding many rural residents who rely on propane or fuel oil. At the same time, several Head Start programs across the state face the loss of federal funding, putting services for preschool children at risk.
