New Law Allows MHEFA to Provide Financing Assistance to Non-Profit Providers

The Minnesota Health and Education Facilities Authority recently announced an expansion of its services, as the state agency is now able to assist nonprofit healthcare organizations across the state. This enhancement is a direct result of legislation approved in 2025.
CDC Releases 2025–2026 Flu Vaccine Recommendations

The Centers for Disease Control and Prevention (CDC) has announced updated recommendations for flu vaccination for the 2025–2026 flu season. On August 28, 2025, the CDC’s Advisory Committee on Immunization Practices (ACIP) approved the guidance that will shape flu prevention efforts nationwide.
CDC Leadership Shake-Up Raises Questions on COVID Vaccine Access

In late August, the public health community was surprised by news that Senate-confirmed CDC Director Susan Monarez was terminated, along with the temporary departure of three top CDC officials. The decision followed Director Monarez’s reported refusal to sign off on the Advisory Committee on Immunization Practices (ACIP) recommendations for the COVID-19 vaccine.
HUD To Remove Translated Documents in New English-Only Policy

LeadingAge learned this week of a move within the Department of Housing and Urban Development (HUD) to execute on President Trump’s March 1 English-as-America’s-official-language Executive Order (EO) by replacing the agency’s Limited English Proficiency (LEP) policy with an English-only policy.
Memo
In a memo to HUD employees, HUD deputy secretary Andrew D. Hughes stated that the EO will “enhance social and economic integration,” and reports that the agency will no longer have contracts for translation services for documents or communications, and all paper and online materials in languages other than English would be removed. HUD Secretary Scott Turner stated on Fox News, “… HUD will solely use English for all Departmental business and services. We are one people, united, and we will speak with one voice and one language to deliver on our mission.”
Previously, HUD had a practice of translating materials like resident brochures, documents, and forms into nearly 20 languages.
LeadingAge National confirmed the announcement with HUD leadership, who said that the change would take effect “immediately.” However, next steps and timelines for removing materials and ending contracts is currently unclear, and as of August 20, several translated materials are still available online through HUD’s LEP webpage.
LeadingAge National is working to save translated materials that housing providers may need in order to serve households with diverse LEP needs. Providers are encouraged to consider doing the same, particularly for documents that you use frequently for the population you serve.

Foundation Golf Tournament Raises More Than $122,000

The 2025 LeadingAge Minnesota Foundation Golf Tournament – held on Aug. 5 at Prestwick Golf Club in Woodbury – helped raise funds for the next round of caregiver scholarships. In total, thanks to golfers, sponsors, volunteers, and ticket sales, the event raised over $122,000 before expenses. It was a gorgeous day for golf.

New Federal Budget Resource Available for Residents, Families and Caregivers

As shared in last week’s Advantage, there are still several unknowns for how the federal budget bill, also known as the “One Big Beautiful Bill”, will impact older adults and the services they need. Minnesota budget officials estimate that the law will result in nearly $500 million in annual losses to our Medicaid program. Most of those reductions will not take effect until Jan. 1, 2027, or later, and will be subject to future state action by the Minnesota Legislature.

CMS Updates PBJ Manual and FAQs

The Centers for Medicare & Medicaid Services (CMS) has issued an update to payroll-based journal (PBJ) materials on the Staffing Data Submission Payroll Based Journal webpage. Updates to the PBJ Policy Manual include info for PBJ system registration through QIES and clarification that all reported nursing hours must be onsite hours. Updates to the PBJ Policy Manual FAQs reiterate the updates in the policy manual, and also include clarifications related to meal breaks, salaried staff, RN hours requirements and waivers, and questions pertaining to PBJ audits. Major Federal Legislation Signed into Law

On July 4, 2025, President Trump signed the "One Big Beautiful Bill" into law, enacting sweeping changes to tax and spending priorities. Of particular importance to aging services providers, the bill includes significant cuts to Medicaid funding and adjustments that may impact nursing home reimbursement rates and long-term care coverage in the future. While some tax provisions aim to benefit workers, the overall fiscal changes raise concerns about the sustainability of safety-net programs that support older adults. It's important to note that impacts to Minnesota remain unclear: providers should not make any immediate changes to their budget or operations until more information is known. Governor Walz's staff indicated the passage of the federal bill could trigger a second special session later this year, but that has not been confirmed. This is a breaking news item. LeadingAge Minnesota is still reading through the final law and working with partners on impact and analysis. Further details and in-depth analyses of the federal bill’s implications for Medicaid providers, nursing homes, and non-profit tax entities will be shared soon. Annual QIIP Choices Open for Nursing Homes

The annual selection for the Quality Improvement Incentive Payment Program (QIIP) for nursing homes is due by July 18th. The selection for this year has been delayed by technical issues at DHS, but they are now ready to accept QIIP selections through a new process.
HUD Remedies Most Late Subsidy Payments for June; 10%

Last week HUD reported to LeadingAge National that 90% of late subsidy payments for June have gone out for payment. This means most of LeadingAge's affordable senior housing provider members who were impacted by subsidy delays should either now see the funding or see it scheduled for payment in the system. However, HUD also informed LeadingAge that there are still around 100 contracts that HUD is working to resolve for June. HUD is scheduling those remaining contracts for payment next week. The reason HUD gave for the continued delay is that those HAP subsidy (voucher) submissions were either received late or were higher than usual, prompting additional HUD review. Actions for LeadingAge members to take: If you have not seen any subsidy payments scheduled for June, please let LeadingAge know ASAP. HUD has offered to investigate individual contracts and follow-up with specific information related to the delay. Please send the property name, address, contract number, and point of contact to Juliana Bilowich, LeadingAge's Senior Director of Housing Operations and Policy. If housing providers have not yet received the subsidy for June and need to cover costs in the meantime, you can consider requesting a Reserve for Replacement draw.
